It gets past bios but beyond that nadda. And on the slim chance i get safe mode to boot up. All i get is a black screen on safemode and a normal mouse pointer. I think my operating system is dead. Because when i used my windows vista cd to check for repairs it lists everything on the HDD as normal. As in i can see all my game folders. Is the solution to repair windows 7 using the cd? because i dont have a CD to boot it. since i left it with my friends when i moved over here lol. Im thinking about using killdisk and reinstalling vista untill i can buy a new copy of windows 7 64 bit

Try opening the task manager via ctrl+shift+esc. if it opens, go to run and type "explorer"

Definitely sounds like something is wrong with your Master Boot Record or Windows Install. After having run into a similar problem all I can say is that fixing the MBR can be kind of a crap shoot. There are a few things you can do to attempt to repair or recover the MBR/windows install if you have the windows disk, but if you don't get it within the first couple hours you'd probably be better off just reinstalling.

Use your vista disk and open up a command prompt, you can type fixmbr and fixboot to try and get it booting up, just google for how to use a windows disk to write a new MBR or to fix boot problems, there are plenty of good guides and I'm on my phone so I can't link you anything easily.
