Does anyone know about software for converting mp3 2.1 to 5.1 surround sound ?

Just how exactly do you imagine that to work? You can't just get more information out of the same file.

Most sound cards on PC have an "expander" type of feature where stereo gets converted to multi-channel audio.

Obviously all thsi really does is play the sound from all speakers, and possibly add some reverb for "depth". But there you have it.

You do realise there is no such thing as 2.1 sound right? It's just stereo with a crossover sending low frequencies to a subwoofer.

You can play stereo through 5.1 speakers in 2 main ways:

Multi-Channel stereo - stereo sound played through all speakers

Matrix - uses algorithms to make it seem surround by sending different sounds to different speakers

My speaker setup provides Dolby Pro Logic 2 which offers true stereo 5.1 surround sound from any music/movie outputting stereo sound.

It is actually pretty good at decoding the signal too, and most music does sound good with it, with the vocals mainly on the centre, and background sounds coming through the rears.

Its certainly better than Dolby Pro Logic 1 which only offered mono surround, but stereo fronts.

What your saying is impossible. Think about it, Mp3 is lossly compressed audio, you want to convert a 2 channel audio stream to 5 channels. It can't happen

My understanding of Pro Logic II was that it wasn't just some stereo expand feature, but a means of actually encoding rear surround channels into a stereo analog signal that doesn't make it unlistenable on conventional stereo equipment, yet allows a Pro Logic II decoder to extract the surround channels and play them through the rear fairly convincingly. Lots of GCN and Wii games use Pro Logic II in this way because there aren't any S/PDIF outputs to use Dolby Digital or DTS with, and the game developers don't want to just settle for stereo. Of course, it's not as good as discrete surround implementations like Dolby Digital and DTS due to crosstalk in the analog signals, but it's better than nothing.
