Umm...well, a CPU cooler with a 92mm fan like that probably uses about .5a on the +12v rail, or about 7w. A new CPU cooler isn't a power issue, it's an issue with socket compatibility and clearance. That cooler is designed for Intel's LGA 775 platform only, and it's definitely small enough to be used in the Raidmax Sagitta II. Power supplies that come packaged with cases are about as reliable as OJ Simpson in a courtroom though. I would NEVER use one for a gaming rig, ESPECIALLY not one that comes with a Raidmax case. It could not only fail and cost you for a replacement, but it could also destroy your components on its way out. Low-end power supplies are also known to cause component failures over time, so if your RAM goes bad in a year, odds are your power supply did it.

No, you don't need a new power supply for that. To install, you need to take the stock heatsink off. Clean off the thermal paste with a Q-tip and rubbing alcohol. Let it dry. Apply new thermal paste (small dot in center of cpu and small dot on bottom of the new heatsink). Screw into motherboard.

Basically, that fan won't put any significant load on the PSU. Fans take like 5W. But, that psu that comes with that case is most likely a POS. It should be able to run a simple rig, but if you want to run something like a 4870 or a GTX 260, then you might want to(probably will HAVE to) invest in a better PSU.

I say yes, £80 is nothing compared to losing your entire rig. As for installing its a case of pop it in, screw it to the case and connect everything up.
