core duo 6600 downclocking itself?

My temps are 30 when idle and its downclocking itself?? help

Is there something wrong with that? It will automatically down-clock when it isn't needed, to save power and not generate unnecesarry heat.

Its downclocking to save energy, open superpi or something that uses your cpu and it will go back up to normal speeds. If you really dont like it go to your bios and disable EIST.

The Gigabyte utility monitor is probably set to alert you if the fan speed of the CPU fan drops below a certain RPM. As for the System fan, you probably don't have anything hooked up to it.

for some reason when i hook a fan up to the 3 diff fan headers on the mobo like the system fan its doesnt power up, so i have to hook it up right from the psu.

for some reason when i hook a fan up to the 3 diff fan headers on the mobo like the system fan its doesnt power up, so i have to hook it up right from the psu.WOP_4_LIFE

If it doesn't power up right when you turn the machine on, it's likely because the temp sensor determines that whatever the sensor for that fan hearder goes to is cool enough to not need a fan spinning on it.
