Is good enough to run a Q9400+ a Hd489/GTx275 depending on which one i choose ?

No, the corsair 550w psu would be the bare minimum. I'd recommend the corsair 650tx though.

The 4870 requires a 500w though it doesn't draw that I run mine with 500w dandy... anylower i doubt it since at peak i draw 450 or so. 500w from PC power and cooling and the gpu you choose. 4890 is like 18 times better then the GTX 275

Agreed.

I don't know how up to date they are with the latest graphics cards, but you can google some PSU calculators which attempt to work out how much power your system would need. If you are going for a fairly high end graphics card and a decent dual or quad core processor you should be looking at 550W from a decent branded PSU manufacturer as a minimum. If you go for a lesser known or budget brand then look for a higher rated PSU as basically the number on the side is not what they will deliver. Also be aware of the power requirements on the different rails - some cards require a certain rating to work, and again this is a common failure of budget CPUs - they either don't deliver the Amps at all, or it gets split across so many rails it can't deliver what is needed
