when I get on System Requirement Labs to check out if I can play certain games, it tells me that my CPU is a p4-3.0 ghz with a rating of 4.5ghz because of the 2 processors running. Is this a significant advantage,or do all p4's run 2 processors?

That rating system isn't accurate. Having two cores does not double the overall processing speed of the chip. Even Quad Cores are rated @ 2.4Ghz, not 9.6. I believe most P4's conceal their single core by using hyper-threading, which can make them recognized as dual cores. I may be way off, however the P4 is a weak processor by todays standards.
