I'm thinking of either getting Counterstrike-Source or Call of Duty Black Ops. CS:S is only $15 but is the multiplayer still have a large following?

CS: Source has a strong MP following with countless players and servers at any given moment.
As does Counter Strike 1.6, which probably has a bigger player-base due to the fact that it requires less resources to run, and people are used to it more.
Hell, ever Unreal Tournament '99 has a 1000-2000 player base with a gigantic library of user made maps and mods online, at any given moment. Good MP games don't loose their fan-base on the PC, they just keep getting bigger.
Yup. I had no issues getting into populated servers when I tried it out a few weeks back. Counterstrike Source has a huge multiplayer community. As the above user said the, 1.6 has a lot of members too. Counterstrike doesn't show any signs of withering away so rest assured your money won't have gone to waste in the next year or two.
Proud CS:S player right here. There are a great amount of players still playing CS:S, not to mention the amount of mods in the game as well.
Get CS:S.
You'll get bored with BO after doing the same every time with only a few game modes and their zombies.
However, CS:S probably has more usermade game modes then all of the CoD games combined, oh and in case you're wondering, CS:S has several zombie mods aswell.
