I was wondering what kind of CPU I would need to use my ATI Radeon 6850 graphics card. A couple of people said I might need to upgrade it.

My current CPU is a Pentium Dual-Core E5700 @ 3.00GHZ. How bad would this bottleneck?

Does it vary with games? If so, I probably won't be playing anything graphic-intensive. StarCraft 2 at the max, I think. But maybe some other current-gen games.

But, anyway, will this handle the GC? Or will I need to upgrade before I can actually do anything?

You don't need to upgrade. Of course, some CPU intensive games will cause your CPU to become a bottleneck, effectively holding back your video cards' true potential, but it isn't a deal breaker.

Overall though you probably should look into upgrading that CPU. Starcraft II can actually become quite CPU intensive when there are lots of units on the field.

starcraft 2 is not grafics itensive, but cpu intensive, so even if you were to get the most expensive video card on the planet it wouldn't be helpful. I think you will be fine for playing on 3v3 maps with the ocassional lag, but 4v4 maps would really be pushing it.

Do you guys think that it will be enough to handle StarCraft 2?

As long as it can do 2v2, I'll be fine.

Yup, I guess it'll do just fine. I have a Core 2 Duo @ 2.20 GHz, still I can play starcraft II and all the latest ones. But, if you're really planning to buy a new one, Go for the i5 and i7 I'd say! :)
