If you're going to play at console settings, then you might as well get a console.
How much money would you need? Well, about the same price of the consoles, more or less. You'll always end up with a better frame rate than the consoles because their CPU is really weak. Even as something as cheap as the 750 Ti outperforms the consoles most of the time paired with an i3 Devil's canyon or Skylake. Although, you won't achieve a stable 60 fps at 1080p.
If you want a higher resolution with near ultra settings or just 1080p with high frame rates above 60 from like a 144hz monitor that can do. (not hard to achieve on some games to get above 120fps) you can get an R9 390 or 970, or even a 980 Ti with an i5 or i7 devil's canyon or skylake. That will probably put you to the near thousand depending on what you decide to cheapen on, such as the case and motherboard.
If you just want 1080p and a stable 60 fps with amazing settings, a 970 or R9 390 can do the job.
960 is in between. You can achieve a higher frame rate if you lower ambient occlusion (Sometimes HBAO performs worse than SSAO for example) or reduce shadow resolution with hairworks off. It's a great 1080p card but you won't achieve ultra settings on the latest games. Games like Battlefront was one of those exceptions since it was really well optimized and the engine is very mature. You'll most likely have to turn some settings down 1 notch to get a better frame rate near 60. You'll definitely get way better settings than 8th gen consoles. I have great experience with this card having it overclocked along with my cpu.
A disclaimer, this was tested on older versions of the Witcher 3. Since then the game has been optimized for better performance so the minimums and averages of the frame rate might not match with the ones in these videos.
