not sure if LAN play is enabled without a steam connection. Thats the first place to start. Are you using steam?

Dark Crusade was not linked to Steam - DOW II was [and the expansions/followups]. Dark Crusade uses GameSpy for internet games - not sure about LAN [never played it on LAN].
