You get all the races with Soulstorm, but you can only play as Sisters of Battle or Dark Eldar online if that's all you have, you also only get to play the Soulstorm meta game.
Plat edition allows you to play the campaign of the first two + the meta game of Dark Crusade. It also allows you to play as Ork, Space Marine, Chaos Marines, Eldar, Necron, Tau, and ImperialGuard online.
However I feel Dawn of War has weak online play, and I don't care a whole lot for the campaigns so I personally would just buy Soulstorm for AI skirmishes.

It's an AI mod that makes offline play for more interesting and enjoyable.
