Try safe mode or close all non-essential programs you're running and then try to delete it.

It's likely that winrar is open and has the file open. Or notepad, wordpad, or something has a text file open from the .rar file....

Ok, try to use software, 'Delete Invalid File' at www.purgeie.com/delinv/ . I had been use this software once when i'm having difficulty to delete the stubborn files. After i'm deleting the stubborn file, I have to uninstalling the software immediately to prevent the other user to use it and delete some files that cannot be recovered. It is a trial software, but deleting the invalid file is at your own risk.

If the rar file that you said cannot be deleted, it's called invalid file that you can't delete these file by moving the file into the recycle bin. So i suggest you to use the software by downloading the software through the link that i post before. But remember, deleting the invalid files with using this software is easy, but deleting the file is at your own risk which if you're deleting the important system files, you may cannot boot the pc, thus you will need to reformat and reinstall the OS.
