Doirect X 11 has been released for vista. Just check Windows Update for 'Platform update' or something like that. Nothing major but you might as well know. There aren't any DirectX 11 games yet though.

But it isn't just DX11, it's a whole host of the things.

no.

you need games (or atleast some effects in the game) specifically made for DX11 platform. then you also need DX11 hardware to see/use those features.

there aren't currently any dx11 games even out yet, so nothing to see here. i hear Dice have ported their Frostbite Engine to dx11, so we MIGHT get some dx11 features with BF:BC2. also Dirt 2 is behind the corner.

i'm not convinced that stalker will even utilize it properly, according to some ugly, out-dated-looking screenshots.

DX11 adds some things for DX10 cards.
