It's factoring handheld GPUs, hence the return to DX9 style cap bits.
There's no mention of Shader Model 5.1, only DX11.0's Shader Model 5.0...
Direct3D 11.1 lets the programmer use the certain Shader Model 5.0 instructions at all shader stages that were previously used in just pixel shaders and compute shaders.
One problem would be, if the existing DX11.0 hardware is flexible enough to support this new flexiability feature.

Anyway, what I do know is that Windows 8's WDDM 1.2 drivers (which is one of the D3D 11.1 requirements) will be available for all AMD's DX11 type hardware. Therefore, it's entirely possible that D3D11.1 will work on at least some current hardware.
