Every once in while but not immediately after you just purchased "said" item. And they do not necessarily restock the specific item at full inventory. I've tested this out with Dwarven Metal Ingots and other smithing materials.

I've noticed that merchants will even keep an item you sold to them a few ingame days ago. Kind of cool if you goofed in selling something you didn't mean to. :P

Its every two days, I have tried it at 4 places and its been two days.

I like buying ingots to do smithy work :P

What's your smithing at? I'm at about 65 and can't wait to craft Daedric.

Smithing is such an easy way to power level. I went from like 15 to 28 getting smithing to 100. Highly recommend it :)
