Do you have to be online to get Steam Achievements?

I hope this question hasn't been answered before. I did a search but without relevant results.

Put simply, can you get steam achievements when you are not connected to the Steam Cloud? For example. I have Portal. Whilst playing at home I get 4 achievements. These update on steam instantly as I am connected to the cloud. When I'm "on the road" with my laptop I complete the requirements for another achievement.

Will this upload/update when I next connect online? I've noticed you cannot view achievements when the steam client is offline but I'm not sure if it stores anything.

Obviously I could test this but I don't really want to go to the trouble of getting some of the harder ones only to find that I glitch the achievement or need to get it again when online.

Please only answer if you know, I'd prefer 1 correct response to 10 speculative answers. :)

Yes, I would have got the Maharajah of India Achievemnet for Empire TW if it weren't for me going into offline mode.
