You have to realize, games have to be coded and optimized for the system they are being used on. A game that was originally x360 ONLY, for instance, is only optimized and has textures etc. for only 1 level of graphics and speed/looks optimization.
Rainbow 6 was developed for multi-platform, including the PC, and by a different company - that is, not Epic. Epic licenses out its Unreal 3 engine to other developers to use as a launching point.
Gears of War was developed by Epic, of course, and the game was produced for the xbox 360 only initially. For whatever reason - I don't care enough to research, but I wouldn't be surprised if they were paid a lot to do so. Now the company is porting its own game to PC, and I imagine this is because they signed a contract saying they had to wait 12 months or something before releasing it on the PC. And I wouldn't be surprised if they agreed not to ever publish the title for the PS3, since Killer Apps are so important in selling a system.
This is much like the Halo to PC port - the game was ported much later, after it had served its purpose of selling xbox consoles.

does anyone remember when M$ was telling everyone how they were relaesing new software that will get games from the xbox's to PC's from a couple of years to a few months, I still remember that and how excited i would not need to buy a xbox 360 to be able to play top titles but it seems to me like games are still taking to long to get rewritten for the PC, seriously when is gears of war going to be released on PC, they managed to get R6 out right away and it uses the same engine, now i hope they fixed this but it really is going to be on my nerveszbiggie
yeah they've released R6 Vegas right away and look what a crappy port we got, i hope GoW will be released at the same time of UT3 release - both of them have similar graphics
