I am downloading CSS and Gary's Mod now and it has been 2 hours and it is only att 17 and 13%. WTF? If this is the case then forget steam.

I've never had a download take more than a couple hours on my 2mb cable
That being said....
If CS:S is the first source game your downloading, it will take a little longer than average. Source is the base engien for all Valve's "modern" games. CS:S, portal, hl2, tf2, etc all run on source.
So to download CS:S your actually downloading Source+CS:S. That makes the dl a little longer. On the flip side, ocne you have it you can download any other source game in no time flat. For example, if you decide to download tf2 after this, you'd start at 40 or 50% because you only need to download the tf2 files.
Anyhow, it really depends on your connection speed. What is your speed btw?

yeah. thats pretty slow by today's standards. it's gonna take you awhile to download games from steam.
Put it this way: a 756k connection downloads at about 75 kilobytes per second. Your typical steam game is 1-3 gigabytes.
There are 1,048,576 kilobytes in a gigabyte. Do the math ;)
I'd recommend just letting the puppy run overnight. It'll take a few hours but its no big deal

Idunno I thought Steam was fast, I was downloading at 500-600k yesterday when I bought Vampire: The Masquerade.
I think youre being unfair: games are huge, so theyre going to take a few hours to download. Just be patient. Go clean your room, go for a jog, take a shower, eat some food, etc while the game downloads.
