IGN posted "Wake up and smell the ashes" on their twitter account.

Whether it was just random or not, I don't know. :P

I doubt HL3 exists as little more than a document of ideas at the moment. It's clear that Valve is still in pre-production for this one - not that I care. If it comes out within the next five years, I think we are golden.

That's impressive but I doubt it has a direct link to HL3. Just some new tech for the source engine

Best not to get one's hopes up at this point. Sites like IGN will happily use the possibility of a rumour about potential work on Half-Life to drum up hits.

Well if all of the above is true I think there might be something to it.
