Yep. The animations aren't quite as apparent in the game, because it's a first person shooter so you aren't closely looking at your own - or any other - character, and the characters aren't quite as animate because they don't tend to stand and talk at length like that - but that really is how good it looks.
Valve really raised the bar on facial animations with Half Life 2, and they even though no one else had come close to HL2, they raised the bar even higher with TF2. The cell animation styled visuals are also simply wonderful.
Aside from being one of the most polished, well balanced and fun games I've ever played, TF2 is an absolute joy to look at and listen to. The visual quality - and visual style - is extremely high, the animations are fantastic, the game is overflowing with character and all of the voice work is astounding. It's one of the best games I've ever played, and you'd be doing yourself a huge favour if you grab yourself a copy.
