Both counter strike games will have a much better competitive scene than TF2. TF2 isn't really about individual players at all so much as the team. While teamwork is still necessary in CS and CSS it feels better to get kills and it is more difficult to do so. Having played both games with friends before I would say that you're better off with counter strike if you want to be competitive, because there isn't much to compare in TF2. You won or you didn't there isn't really a middle ground because the stats don't mean that much. You can die 50 times and still win the round.
I love how people are pretending to know if thats the case. There totally is a competitive scene for it. They have leagues organized by CEVO and CAL last I've heard.

Well, I did some research regarding this topic. There isa competitive TF2 scene, but it is small in comparison to the CSS competitive scene (my group's alternative). Here's my theory: CS was practically built from the ground up as a very competitive, skill-based game -- it is very down-to-earth, and although it is team-oriented, it really requires a lot of playtime and skill to become remarkably good at it, good enough to compete with others. TF2 was designed with the more casual gamer in mind (let's romp around with artistic, but cartoony, graphics, with hilarious trailers and solid gameplay), yet also has a lot of teamwork. However, while 95% of CS and CSS is "competitive," only about 5% of TF2 is competitive -- the very part on the top, instead of everything but the bottom 5% of CS and CSS.
Just my two cents. I watched some Community Fortress vids -- it definitely looks like a step up from public matches.
So many people saying no. The official TF2 blog posts stuff about competitive play all the time...
Yes there is a competitive scene, no it's not going to be as big as Counter Strike because TF2 is a more casual game. That doesn't mean there aren't people with exceptional skill, and I think with classes and objectives that aren't just "point and click to win" there's a lot more thinking involved with TF2. When you're dealing with soldiers juggling enemies and pulling off mid-air hits I think that takes skill.
