That really varies on opinion and the person's own internet speed. There are some people who can only get dialup and would think 5kbs is fast, while some people with much faster connections who can't stand anything below 300kbs. Myself, I only have a 1.5mb downspeed cause it's the fastest thing in my area so 100kbs or faster is good enough for me, top speed is supposed to be 186kbs but I never reach it.
I'd say 300-400 kbps would be enough, for most. For satisfying surfing speed that is. I have a 24 mb connection, wich is more then I really need, but why not get the best u can have :)
it really depends on the person - personally, i could live with a 128kbit connection and be happy, but i have a friend who actually chose the location of his house based on the isp zoning (because he cannot live without a 10mbit downstream, he says)
isps the world over are far too varied to average it i'd guess, but in western industrialised countries at least, something in the region of 150-250kbyte p/s downstream would be pretty typical at the low medium end, i'd guess, so if you can get that you're doing fine
