I don't even know what your trying to get an answer to?

You should do anual maint. on your tower to get rid of dust etc .....

Check the thermal paste on the CPU to make sure its not dried out etc....

If your fans are not spinning at their full potential then you will possibly get an overheating system

No not directly. The only thing a lot of dust (like cake on some much you cant see the heatsink  )can do is increase the temperatures and if the temps get to high that can cause parts to overheat causing things to slow down from downclocking to protect itself.

one of my pcs in a dusty area, it doesn't effect its performance but it does get louder usually when the dust starts to pile up on the dust filters, so i usually clean them out every month or so. if you don't have any filters on the fans, probably more dust is being pulled into the case. so it depends on how dusty your pc gets, if its in an area where dust can get into it easy, you should keep an eye on it and take its case off when theres a lot of dust in there and blow it all out with some canned air, it only takes a few minutes to do. make sure to physically unplug the pc and let it sit for a little while after incase some water came out of the air cans.

It can with some parts. Nvidia's 600 series downclocks upon reaching 70c, so if you can keep dust off and keep the card 69 or below you are golden. I am not sure if any cpus do this, though I don't think any do. So outside of that one exception, what these guys posted above is correct.

@Dragonhard212: Dust can hurt performance especially if there is a lot on the heatsink of you cpu and gpu because it won't cool the parts properly which will turn show up in subpar performance. I have to clean the dust off my cpu heatsink about one or twice every six months.

I'm not sure but dust I would imagine if built up could cause a short in some situations.
