E8400 wont stay at 3ghz

Well i just built my new rig (specs in sig) and downloaded cpu-z and my core clock goes from like 2999.8 mhz to like 1999.8 mhz like every like 10 seconds. Is it realy going down to 2 ghz? or is it for some reason just saying that.

Edit: also i just noticed it says the voltages are at like 1.088 when its at 2999, but when its at 1999 its like 1.200.

Do you notice any lapse in performance? Run a processor-intensive task on constant, then check if when the displayed 'speed goes down, the task becomes slower and difficult for the computer to execute. Do this and I'll see what I can do for you.

You need to go into your BIOS and turn off the CPU power saving mode!

I think I did before i did that it was at like 2.6ghz then when i turned it off it was at 3 ghz.

Your motherboard is just underclocking it to save power when in idle, if you run prime95 you will see it jump back upto 3Ghz! Look in your BIOS again because there is probably a feature you overlooked.

im not sure about your board, but for me, when i turned off speed step, it stayed at the 6x multiplier setting, so i would leave it on

download this, it's called orthos and it will run a thread that puts the cpu at 100% your cpu will go to 3 Ghz and stay there while it is running. i know it will work, there isnt anything wrong with your cpu, thats just how speed step works idk why. it's weird how the voltage goes up when the multiplier goes down, but thats just what it does, it doesnt hurt anything

That is the normal operation of the CPU. It is the energy saving feature when the CPU is idle.

Disable c1d or something like that in your bios,that's what's happening.
