I'd say Total War, especially with the 'grand campaign', that takes way more then just military tactics. I did terrible on my frist ever 'grand campaign.'
Supreme Commander is pretty good, but it's very base building like, it does manage to focus a lot on combat, but it's still an extremely turtle friendly RTS, but man have I had some crazy battles in Supcom, the minimap is usually flooded with dots, and the main map is usally flooded with explosions.
Company of Heroes does an excellent job, but I'm not gonna ramble on about it, anyone who's played it should know that it has some of the most strategy in any RTS game out there next to Total War.
All I can really think of for now, I'm sure a lot of people will mention a lot of other good titles.
Heh, no one has mentioned Starcraft yet
I just found out like yesterday, that it is actually a huge sport in South Korea!!! :O
Games like Warcraft, Starcraft, Homeworld are really fairly simplitic click-fests that don't require thought, just rote learning of when to use gamey exploits.. If you want a challenge that requires thought, planning and a real understanding of tactics, try Take Command: 2nd Manassass or Conquest of the Aegean.
