I'm a big fan of Codemaster's titles and really enjoyed Dirt 2 (Still play it from time to time). To restate the title: Is this game worth the $10(?) and are there any known issues with the game?

I don't know of any issues, it's quite fun. But, 2011's coming out in September, if you want to wait for the inevitable, new version.

I just bought this today on the steam sale and I think it is awesome already. It is a bit more of a sim than other recent Codemaster's games. For example if you crash into another car or cut a corner you will be penalized. I know these penalties bumped me from 8th position to 23rd position in my very first race. You have to drive a very clean race. There is a practice round, qualification round and then the race round starts. The qualification round determines your starting grid position. You can skip the practice and I think you can skip the qualification round too, but not sure where you start then.

I first tried this game with my 360 controller and found it a little difficult to play with it. Then I plugged in my Logitech G27 race wheel and wow what a difference! The game is so much easier on the wheel. If you have a wheel, get this game!

This game does use a menu system similar to DiRT2, which I love. I did notice that some of the AI drivers are a bit finicky, they drive kinda twitchy. I wish I had a video to show you what I am talking about. I don't know if you have played Codemaster's ToCA Race Driver 3, but it reminds me of that game with only F1 cars. If this sounds interesting to you, pick it up! Hopefully you read this before the new sale starts later today, so you can make your decision.

I'm pretty sure the major problem with the game is it doesn't have any actual racing in it.

It's all just time trials with AI cars loosely representing the times on track.
