Far cry 1 level 4(pier)-something wrong?

Well,I'm in this part where I have to detonate the armory,I have the bomb and the key card but I can't get into the armory for some reason,and I've killed everyone.Have tryed it about 20 times,any ideas?

I have tried killing everyone then getting key card,killing everyone then getting key card and bomb...etc.Can't get in for some odd reason.

Go into theADMIN tent and walk around the tables there. I found the key card near where an npc by the radio was on the table. Hope that helps.
