My personal favorite is the Tropico series. If you want to maximize your value, you can find Tropico 3 dirt cheap (and its virtually identical to Tropico 4 in my opinion).
Anno/Dawn of Discovery is a good series but is a lot more complex.
Civ is great. I'd recommend Civ 5 if want an easier time, better UI, etc. I'm sure the PC elitists on this forum will cry foul that I recommend 5 over 4, but I believe 5's layout and style is significantly better and easier to use.
And you asked about Settlers 7. Thats a great one. Probably easier than Anno. Honestly, check out the demos for those games. They are the same genre but really very different in style and the way they play. Personally, Settlers 7 grabbed me more than Anno.
