How can I get my FPS up to 60 while recording in game?
I check off 60 FPS but when I go to record it drops to 30. And without it recording I easily hit 115+ on CS:S.

I check off 60 FPS but when I go to record it drops to 30. And without it recording I easily hit 115+ on CS:S.
you dont record cs:s that way, this is the way to do it
1) open up console
2) type "record (file name)" example: "record cs1" (recording with steam does not drop as much fps as fraps)
3) after you are done recording, replay the movie/clip but record it this time with fraps at 30fp, or however much you like. keep in mind though, more fps = bigger file size
this is very time consuming...
open fraps, go to the movies tab and select the 50 fps button, or higher, you have the 30fps one selected right now.McJugga
It is... but it still won't go that high.

Fraps can be a bit of a hog so the more memory you have the better coupled with a really good processor (ideally a Quadcore theoretically). Close all unwanted background programs.
Try experimenting with different settings in Fraps :)

I have 3 gigs RAM and a Q6600... so I don't know why it's low FPS. As for bg programs, I just started using Vista so I can't tell what's uneeded, do you know any sites that will tell me?

There's your problem. Regardless of your system specs, running a game and FRAPS on Vista doesn't do much for your framerate.
Well I'm sure I can still do better than 30...
I know you already said you did this, but just incase you didn't know what I ment here is a picture:
On the right hand side, I have 50 fps selected, check yours if you didn't already...
One more thing, is it stay at exactly 30 fps, or does it vary, and sometimes go higher.
If it stays at 30 then it is most likely something limiting it, if not then I think that it is Vista that is the problem.
