gaming benchmark test with V sync enabled?

as many say V sync must be disabled when benchmarking a card but what if V sync is enabled i know its maximum fps will limited to the refresh rate of the monitor but what about its minimum FPS will that drop out as well compared to V sync being Disabled?

Well generally V-Sync is to prevent "tearing" by limiting the maximum FPS. Should be no limit on the minimum.

I believe Vsync does more than just limit to 60fps, and that's why it lowers performance. I think it limits to factors of 60. So if you were getting 40fps you'd get cut to 30. I'm pretty sure it does stuff like that.
