Can players who have the same game but on the different live platforms play together? Like someone on their xbox playing online with someone on their PC?

What you are talking about is called "crossplay" and unfortunately for the most part the answer is no. As far as I am aware there are only 3 games that support cross play between GFWL and XBL. They are Shadowrun, Universe at War and I can't remember what the third game was. In short crossplay between different platforms is pretty much non-existent and will remain like that for a long long time to come.

There was a beta test for that a while ago, i remember them saying PC users completely owned console players, especially in FPS games they would just get slaughtered lool, Keyboard + Mouse FTW

This is why: http://www.tomshardware.com/news/xbox-360-windows-live-gaming-voodoopc-rahul-sood,10924.html Microsoft was really not happy about their competitive teams getting beat down by mediocre PC gamers. The problem is that mouse+keyboard is FAR more accurate than controllers can be. This gives a huge edge to PC gamers, it simple wouldn't be fun for console gamers constantly losing, thus MS scrapped the idea.
