Call of Duty: Ghosts.
I did laugh at this, but for serious I cannot think of anything... I am just going to say Ghostbusters The Video Game.... I really enjoyed, but its the exact opposite of what you want.I can't think of any where you play as a ghost.
There are games kind of like that though. You can play as zombies in L4D versus mode. There are some source mods for games like CS and Garrys mod that are kind of like that too. Some examples are zombie mod/escape for CS and I think there is a mod for GMod that lets you play as the Slenderman.
Quirky, niche games like this tend to show up on consoles more than PC (and more in Japan than the US). There was a Casper game for Super Nintendo.
It depends on what you mean by ghost, too. If you mean a dead person who's disembodied I believe there are a couple. In Clive Barker's Undying, your character is killed early on and you spend the rest of the game as a disembodied spirit who can possess his squadmates at will. It's more of a gimick to explain how you as the player can switch characters on the fly, but technically it fits your description. That game is on PC and consoles.
Messiah was a Windows game where you played a cherub who can possess people. Omikron: The Nomad Soul is the same sort of game, but a bit older (Quantic Dream's first title). There was also an obscure PS2 game that was released in Japan where you are some sort of household spirit who can interact with the environment to help out a the family you live with.
