Where would you like GTA V to be for e.g. - Philippines, Tokyo, Chicago, Australia, Washington D.C., Hawaii etc. I think Philippines will be best as like San Andreas, it has multiple islands...so more the islands more the fun is.

Erm WHAT ? Saints Row 2 was an even worse port than GTA 4. If you want another studio to do GTA then I would say a game where Rockstar do the story and Avalanche (Just Cause 2) do the technical programming would be one of the best games on the planet.
As for location I think a mix of Vice City and San Andreas would be perfect. I loved Vice City because it had one of my favourite moments in any game. There was nothing like sitting on the beach watching the sun coming up and listening to Crockers Theme. If we are talking "real life" locations then I would say California however that is probably because I am British and I want my games to be full of sunshine and lovely weather :D to escape the dreadful rain drenched year we have had here.
International travel in an open world GTA game would be awesome, or at least downsized Tokyo, Moscow, etc. gathered up in a region similar to San Andreas.
Something like Vice City hopefully or close to the SA setting. IMO something like Vice City is as tropical as GTA would ever get, I doubt they'll make it with real islands and such.
something like san andreas with deserts and a lot of space not like gta 4 ... tbh gta 4 sucked , only main mission was fun , cops are to easy , all you need to get on roof and you can easyli survive 5 stars for ever , all landscape is crowded so you can do good stunts , lack of vehicles and lack of features in overall ... gta 4 only good for main mission , as open free world game it failed , i wish gta 5 would be more like san andreas or vice city not like gta 4 !
how about countries, where you dont have to see the same group of people. countries where there are diverse bunch of people. i liked the whole gang theme for GTA: san andreas. its till you leave los santos then the whole gang life thing gets weird but then again you come back to los santos and thing gets back on track with the gang life thing, good times.
It would've been pretty nifty if they either returned to Vice City in modern times rather then back in the 80ties or they made a game where you could travel between the 3 original cities like you did in the Original Grand Theft Auto game.
not bothered where its set just hope we get it at the same time as the consoles do. a bit of an overhaul and some innovation in the mission styles wouldnt go amiss either

Hmm...next GTA must have some transportation like ferry systems or may be a jetpack shop to transport easily across long distances. Thanks to the 'rocketman' cheat in GTA SAN ANDERES.
i would like peru driving off mountains seems nice,though liberty city (aka. newyork) was good but other than peru probably hong kong, moscow, singapor, ukrain and cuba.
I would rather a small country than a city.....Hell maybe multiple country Maybe something like a small europe? (i don't live in europe) Also i want natural disasters/major disasters in this game, could mix up the gameplay a bit and make the story less stale.

I don't know, for us non US people we like 'going' to america, it has the coolest cities, plus I don't think it would be a hit with american players if it was outside of the states, roundabouts and driving on the left, it would be like National Lampoons European vacation :D

But at some point this whole "American" thing in games gets borring and i am glad to see games showing other cultures.
I think Rockstar said that the kind of humor that GTA games have wouldn't transition well into other continents, because it's based on American culture. I think that's the reason why they don't put it into other countries.
