Rendering what? Images? 3D animations? Cel-shading? HD Videos?
In some cases, a descrete graphics card helps but the bulk of the processing goes to the CPU. So a stronger CPU is more important instead, unless you are into heavy animation CG.
I know it affects the frame rate of animations in the view port, but does the graphics card influence rendering time? I have a 3.2GHz AMD rig, but it takes a long time to render shading. I was wondering if getting a card with more shaders would help speed it up.
Yes and no. Getting say a gaming card(be it 8800GT/3870 etc.) wouldn't help in rendering much.
If you want to see improved performance, then your solution is to get a dedicated graphics card for 3D modeling. Namely Nvidia's Quadro line for example.

Yeah, Quadro's are made for that but a decent gaming card will do help abit anyway.
A workstation graphics card (a quadro is one of them) will help your rendering time a whole lot more than a gaming card, and are actually made for those type of programs. They are a lot more expensive though.
I need a graphics card that will help speed up Sony Vegas pro and Adobe after effects. I see that their is a lot of talk about Nivida Quadro line but I can't be spending that amount of money is there a cheaper graphics card that will help??

In your case a better processor and more ram would be more effective than a new graphics card. How much difference a new graphics card would make depends on the software, and i'm not expert in that area.

If the programs support GPU acceleration any reasonable card should help.

nVIDIA CUDA/AMD Radeon HD GpGPU support fo Sony Vegas Pro 10 info You don't need nVIDIA Quadro for Sony Vegas Pro 10's GpGPU support.
