do you have to have a graphics card as good as the graphics card that a games requirements show? or can you have a card that is below it and put the graphics low?

Yes you can there are recommended requirements and there are minimum, minimum usually means running games on low settings and low res and barely playable.

1. This is the game play forum (software).

2. Hardware has its own forum, which is where this belonged.

3. Minimums are very frequently absolutes. If a game requires Pixel Shaders, for instance, it won't run in any fashion at all on an nVidia "MX" of any sort, nor will it run at all on 90 % of Intel's onboard tinker toy video chips.
