Everytime I open either of these games it comes up looking like this
When I try and click on the application it does nothing. I have San Andreas too but it works perfectly fine. Anyone care to help?

Not sure about your problem sorry but im also having trouble with Vice City the game runs fine but when im in a vehicle and i try to reverse it moves really slowly backwards.
Only Vice City is affected by this as San Andreas andGTA 3 both don't suffer from this issue.
San Andreas runs perfect, GTA3 & VC seem to have some problems, like I have the same problem in VC as you.Not sure about your problem sorry but im also having trouble with Vice City the game runs fine but when im in a vehicle and i try to reverse it moves really slowly backwards.

Yeah i really don't understand what the problem is makes the game frustrating to play on my last PC with Windows XP i didn't have this issue.
I had that same problem too, and still do have it with vice city(gta3 too i think, but not san andreas)...it's because your "frame limiter" is off in the options. Seems to be a wierd glitch and it really sucks cause playing with the frame limiter on (@30fps) is kind of annoying :( and i never really found a fix for it.Not sure about your problem sorry but im also having trouble with Vice City the game runs fine but when im in a vehicle and i try to reverse it moves really slowly backwards.

i've run into this problem as well and i found that i can get better results by turning off frame limiter in the game options but forcing vsync on in my nvidia (or whatever gfx card you have) control panel, you'll get smoother gameplay than with the frame limiter on and its the only way to get the game to run correctly without the frame limiter thing.
