It's the graphics card man, integrated cards are not meant for gaming, yes you could play a few older games but forget about gtaIV, IF you really want to play gta

You HAVE to use a quad core in order to make it smooth, unless maybe you overclock your cpu to outrageous levels. Ran like ass with my 5870 + E6600 @ 3.6ghz. Even at stock clocks with my i7 920 it is smooth.

Anyway OP, that computer is not even close to being a gaming pc to put it bluntly, you really need a new one for GTA4 to run well, one of the most demanding games out there, for cpu anyway.

You shouldn't have bought the game. You just don't cover the minimum requirements.

Then if you read the minimum requirements you should have been fully aware of the fact GTA 4 will not work on your hardware. The game clearly states you need a minimum of an Nvidia 7900GT graphics card. You have a Nvidia GeForce 6150SE, now last time I did maths the number 7900 is higher than 6150. So it is pretty obvious the game was never going to run on your hardware. BTW just to give you an idea of how outdated your graphics card is, I ditched my 6600gt nearly 4 years ago because it was too slow (and the 6600gt is vastly superior to the 6150SE).

If you wish to run GTA 4 then you will have to significantly upgrade your PC. Since you have a rather out dated PC I am guessing you are not a big PC gamer if that is the case you should ask yourself whether you would be better served just buying a console to play GTA 4.

how many times do i need to say it, gta iv is a horrible done port, even with two 460's and a quad at 3.00 ghz i still only got 30 fps.

Are you serious 30 FPS with two 460's im running 1 gtx 460 , 3.0ghz AMD Athlon II X2 250, 4g of 1333 ddr3 an i can get 50-53 fps if your geting 30 fps let me guess you need 100 view distance epic shadows and perfect water
