Maybe you escaped the police search radius and stayed out of their sight for a few moments. They give up after a while once your out of the flashing circle, if they dont re-notice you.
If the stars are greyed out, it means that they're searching for you i.e they don't really know your exact location. But like what the guy said ,two messages above me, you could have escaped the radar.
not being able to get a wanted level is a known glitch that's happened to a few people, advice i read on it was to go to a part of the map that you cant yet access which will be blocked off by police cars and deliberately drive through the block which will cause the police to chase you and after that you will be able to get a wanted level. that or revert back to an old save

i used to get wanted level in bohan near a police station....just there ...in the rest of the city it didn't worked...anyway...after i completed some more missions it came back to normal but after i finished the game the same problem...no more police on my tail....
