GTA IV - Stutters while driving (HD 5450 card)

I know most people will message with saying that it isn't a gaming card. I bought the game due to the sale, and that I'm working on building a high end gaming rig at the moment. Just to save some money on the game later on. Anyways, after messing with the game settings, I got it to where I can get 30-50 FPS. Average 40. But, even without my FPS dropping, the screen stutters a bit while driving at high speeds. Is this normal, or is there anything I can do to fix it? Or will I simply have to put up with the stutter until I get my new PC finished?

You do know that GTA IV is probably the second most horrible unoptimized port in history right? People with gaming monster rigs have issues running it...

I know. Just wondering if the stutter while driving issue is fixable since I fixed my FPS issue. I understand it is likely my card and I'll have to wait until I finish building my other PC. Just wanting to check to see if there is a way to fix it before just writing it off.

I had issues with it... spent a bit of time changing and testing different settings until I got a playable framerate.... that's all I can suggest but the card isn't helping...

It stutters on my flashed 6950 lol. The game is horrible. EFLC ran ok for me though.

Indeed I do.

That's your problem right there. GTAIV is a very CPU heavy game, and no matter how fast your GPU is, the game will stutter with a dual core.

There you go. Dual core CPU is the culprit. Shoulda posted your specs right from the get-go. ;)

Fire up the game and check this for me. Does it micro-stutter every time a key is pressed? In you apartment, where you save your game, if you start running towards the door, does it stutter for a second before smoothening out? Try it with different keys, too. If it stutters the moment you press the key, it's an issue with a background service called 'Windows event log'. If this is the case, go to msconfig and disable this from running at start up. Note that you cannot run your disk defragmenter when this service is disabled.

It only stutters while driving. But, I tried your fix anyways. It didn't completely stop the stuttering, but it does far less now, so little that it isn't even an issue anymore. Thank you very much, the game is running almost flawlessly now :D

Turn off shadows, that helps alot, but i had a issues on my rig

Even with my i5 my game stutters while driving. I'm running a 4890 and 4gigs of ram as well so I know my rig more than meets requirements.
