So they mucked up their launch product by forgetting to swap out the BIOS before shipping it out. What's the big issue? Palit released a BIOS update to deal with the fan profiles, and if anyone's not confident enough to flash the BIOS themselves, they can RMA it through Palit. I don't see why they should be called "cheap and unreliable" just because they messed up at launch.
palit often makes these mistakes however.. ive seen some of their products.. someone bought a 9800gt from them from a local store.. the guy behind the counter box opened it and pieces fell off :p
While I agree that Palit's QC isn't as good as some of the industry giants, I find it hard to believe that the card you mentioned fell apart at the mere opening of the box. I've tested and worked with a few of their cards, and while they usually lack flashy heatsinks or some other semi-useless features, I've never seen one (or any card for that matter) that looks like it could break with a mere touch.
I'd also like to point out that the Vregs seen in the linked photo conduct a good amount of their heat through an exposed copper layer on the PCB, and that the said Vregs look like they're topped with plastic. So while a heatsink would give a tangible drop in temperatures, I doubt that, in it's 'sinkless form, it would go anywhere near it's rated maximum temperature.
