Taking into account this is China we are talking about, they're probably waiting for those kids to show up and "donate some blood" after a summary court martial and execution.

Exploitative? Nah. Reinstating an account you rightfully lost is a totally voluntary privilege--the company would be justified in making bans completely permanent, if they chose (many MMORPG companies do, of course). If they want to set up a means of allowing offending players back in, it makes sense that it be on *their* terms... and it's kind of cool that the terms they've selected offer exploitative *players* the chance to do something charitable.
Again, we're talking about a voluntary offer to recompense a rules violation. Players have every right to either not break the rules, or keep their blood and stay banned (a status they earned).
But make no mistake: it's pretty weird.

I pretty much have to agree here. Think about it kinda like here at GS. C.net has every right to terminate anyone's account. Banned users really don't have a choice to come back. On another note, please be careful how far you go against China.
