I have Half-Life, Opposing Force, and Blue Shift on the cd discs. I also have them on my Steam account. Could I play them without being on Steam from the discs?

If you've got the discs, then I don't see any problem with it. You may not be able to play online, but the single-player should be fine.

Those games never require Steam to run. It's only the new generation of Half Life games that need it.

Both games will run perfectly fine from the discs without Steam. I played them both myself not too long ago and had no troubles, at least in single player. I didn't try to play online; you didn't need Steam to play them online when they were released, but Valve might have changed that since then.
