This is my first gaming rig, and my budget was around $700. Just get a brand name PSU and optical drive and you won't have any worries.

A 600watt should last you a while and be fine for upgrading in the future.

PSU - 650/700w with 80PLUS efficiency tag (try to get the type with 'realpower') Coolermaster/Acbel Optical drive - samsung/sony/LG supermulti RW should be 8x/4x/4x I don't remember exactly Since you're hunting down 4gigs of ram I suppose you're gonna use vista/win7? if you're going XP you can only max out at 3gigs

Actually you are wrong or misinformed, XP can use more than 3GB, its XP 64bit, it wasn't as hyped, because people could hardly use or want more than 3GB. Vista was when people looked at the 64bit vista, just because ram was cheap then.

And 700watts for that system is overkill, unless he/she plans on getting a 2nd 4870 for crossfire.

OCZ SXS Series: 400W-$25, 500W-$50, 600W-$60, 700W-$60. Even more well priced, but less popular...OR:
OCZ Fatal1ty Series: 400W-$40, 550W-$55, 700W-$95. Better OCZ Technology.

What's your budget? If its big enough you can upgrade the CPU as well as get a good PSU and Case.
Also, do you need an OS?
