Help -Gmod, can't see water.

I need some help with water problem, here is some pictures

I use -dxlevel 90, because I have Vista.:cry:

• Intel(R) Celeron(R) CPU 430 @ 1.80GHz, ~1.8GHz
• Intel(R) G33/G31 Express Chipset Family
• 2038MB RAM

It worked well before I had to reinstall my computer
and YES I know my computer is not the best.
