help me with fps problem

So guys i have total of 2 gb ram before and when i add 2 more gb means total of 4 gb my games fps increase to 4 fps which is great . Now when i checked my system properties i saw that only 3.25 ram is usable .Then someone said that installing 64 bit windows use 4 gb. So i have two questions to ask

1. Did intalling 64 bit windows 7 use 4 gb and help to increase more 2 or 3 fps ?

2.Did 64 bit windows let me play in directx 9 ?

youre running windows 32bit, which can accept 4gb of ram, but it takes your video card's memory and other memory out of the total,l eaving you with 3.25gb. Uninstalling your current Windows and programs and buying a 64bit copy will allow dozens of gigs of RAM without limits. On a side note, RAM doesnt make your games play much faster....performance increase is next to none. It will however make load times quicker.
