I couldnt find her forever either. Looking slightly left to the front door of the inn(not from the docks) you'll see stairs going up. Second door on the left.
Ok thanks I found her but now i have another question i need bombs to destroy the nekker tunnels...where can i find them, no one in the village sells them or the diagrams to make them.
cedric (the elf trap crafter guy in the camp outside of town) sells the bombs. you can also make them if you have the pattern. the bomb used to blow up the nests is just a common bomb (grapeshot bomb)

yeah, get grap shot. and have it equiped when you go up to the necker nests
