I was wondering if it is possible to change the Install location for Steam games and if you can cut/paste steam to a new drive without having to redownload all your games.

Not sure what operating system you are using but take the "time estimates" for copying stuff across with a huge lorry load of salt especially if it is Win7 (notorious for guesstimating the time remaining inaccuratly by a factor of 2 million). I recently bought a new HD to use exclusively for steam and I think it took around 2ish hours to copy 500gbs across. Naturally how long it will take on your machine depends on how fast your hard discs are.
If you don't want to copy it all in one go then there is a solution. All your games are stored in the steam/steamapps/common folder, each game is stored in it's own folder. So you could copy a few games at a time rather than copying the whole games folder.
Do it folder by folder.....Windows can't handle that much all in one go....TY. LOL I tried copying and pasting my steam folder which is over 125GB and it was going to take over twenty hours. LOL

I found out what was up. There was a certain folder that tranfered really slow. After that most of my stuff transferred quickly. I am currently transferring about 108 GB and it says it will only take about 30 minutes. Big difference in time. 20 hours down to about 1 total. :P
Actually I was wondering if it was possible to have separate directories on different HDDs for Steam games? I'm guessing not.skrat_01
It is possible but it isn't something I would recommend doing. You need to use a third party program to create a "junction point". You can read more info here :-
