I just got a new Dell 310 with a NVIDIA 8600 GT card, but I want to overclock it so it's as fast as the 8600 GTS. How? please help!

Yep Rivatuner is the easiest oc tool ever. But before using it make sure you use atitool so you can see just how much you can push it before it starts making artifacts and nasty stuff like that.
