I've had Steam on my PC for a little while and have downloaded about a dozen games on to it. I've had no problems with that until recently my first local hard drive (the one Steam is downloaded onto) has run out of space. Now when I attempt to download a game onto Steam it tells me I have no more space, but I still have another local hard drive with about 200 GBs of memory on it. I've downloaded Steam onto that hard drive and attempted to delete it from the first one, but I was a bit afraid to do so. Does anyone know how I canrepartition my Steam files to allow me to download games on the other local hard drive?

Well you would need an install on each drive then, steam doesn't support multiple HDD's which is damn annoying.

How are you running steam on the new drive? Did you copy/paste the whole folder, including games and the actual application launcher file?

This is obvious, but if you've copied and pasted, the old desktop icon will not work, you need to click the launcher located within your new drive. Also, you must delete the "clientregistry.blob" file before launching, this will stop steam trying to launch using data from your old drive.

As far as I know, Steam doesn't need to be "reinstalled" par se, so if you have copied the entire steam folder onto the new drive and launched it correctly, it should work fine (though it will update itself). I've transferred steam between different hard drives and different operating systems without having uninstall and reinstall the steam client.

You can't. Steam is a complete mess.
