How do you view FPS on games you play? (noob question)

How do you view your frames per seconds when you are playing a game? I know some games have the option to show it but is there a certain software which shows fps on every game?

Theres a program called "fraps" that'll measure ur fps

Some games have a console command you can enter.

For Source and HL1 engine games you go to console and enter net_graph 03

Other games have a different command. Research, etc.

o rly? I figured the in game stat would be better...is Fraps free?
